€-Should Survival Points factor into this?  The costs are going to be skewed since they¹re from Apotheosis, and that campaign is supposed to be LONG.  Escalation is only four rounds long in Apotheosis terms.
	€On the other hand, should the VPs you spend be deducted from your total when seeing who ³wins² the round?
